Who must file Form 990-PF?

All private foundations are required to file Form 990-PF each year with the IRS. Private foundations must file this form annually regardless of their activity, grants made, asset base, investment income, and amount of expenditures or receipts. All Form 990-PFs filed in tax years beginning after July 1, 2019 must be filed electronically (filing by paper through postal mail is no longer allowed). Additionally, most state offices of the attorney general require an annual filing at the state level separate from the submission of Form 990-PF to the IRS.
